Adhering to reform and opening up as a key measure for achieving high-quality development, Xizang optimizes systems and mechanisms, promotes the reform of the rural land system and state-owned assets, deepens the cultivation of science and technology enterprises, enhances the business environment, and strengthens its opening-up efforts. The region actively participates in the Belt and Road Initiative (BRI), accelerates the building of key access for opening up to South Asia, and fully unleashes its market vitality.

Deepen reform

Xizang is committed to promoting the "No. 1 Project" of optimizing the business environment and creating a brand of "Investment and Talent Attraction" to support its development. Xizang has implemented the action of creating a business environment with minimal approval items, shortest approval time, optimal approval processes, and best approval services, resulting in nearly a 50% reduction in administrative examination and approval items. The pilot reforms of the rural collective property rights system, rural land system, and rural homestead system have been deepened. A total of 520,000 certificates for rural collective land were registered and issued, achieving a 100% issuance rate. The main tasks of the three-year action plan for state-owned enterprise reform have been basically completed, and the first central enterprise registered in Xizang has been established. Xizang supports Nyingchi's high-quality development, promotes the development of a pilot zone for reform and opening-up, and grants Nyingchi full autonomy in its reform and development.

Boost opening up

Xizang implements key tasks outlined in the Joint Statement Between the People's Republic of China and Nepal, further expands areas of opening up, and improves high-level opening-up measures. In 2023, Xizang's import and export volume of foreign trade reached 10.978 billion yuan, up 138.3% YoY, ranking first in China in terms of the growth rate. Xizang leverages its geographical advantages along the border. To date, entrusted by the Ministry of Commerce of the People's Republic of China, Xizang has implemented 12 complete, technical, and training projects for Nepal, with a total investment of about 763 million yuan from state aid funds.
