Xizang adheres to a people-centered development philosophy, consistently prioritizing the improvement of people's livelihoods and the building of consensus as the foundation of economic and social development. The region does everything within its capacity to enhance the basic public service system, and extensively implement the "Ten Major Livelihood Projects". Xizang makes coordinated plans for key areas such as employment, education, medical care, science and technology, culture, and social security. The per capita disposable income of urban and rural residents increased from 18,363 yuan and 5,698 yuan in 2012 to 51,900 yuan and 19,924 yuan in 2023, respectively. These income growth rates have ranked first in the country for many years, and people's sense of happiness, gain, and security is increasing.

Deliver education that meets people's needs

The balanced assessment of compulsory education in 74 counties (cities, districts) in Xizang has passed national accreditation. The consolidation rate of nine-year compulsory education reaches 97.73%, alongside implementing the action of easing the burden of excessive homework and off-campus tutoring for students undergoing compulsory education. Xizang has implemented the Plan for the Construction of High-level Vocational Schools and Specialties with Chinese Characteristics and the Plan for the Construction of Excellent Secondary Vocational Schools and Excellent Specialties. Solid efforts are made to promote the joint development of Xizang University by the Ministry of Education of the People's Republic of China and the Xizang Autonomous Region and the Double First-Class Initiative.

Improve medical and health care

The development of the hospital project in Xizang has been accelerated, with national regional medical centers and national plateau medical centers being promoted in an orderly manner. Further efforts are made to promote the initiative of aiding Xizang by organizing medical professionals under the framework of "1+7+13" (1 Xizang Autonomous Region People's Hospital, 7 city-level people's hospitals, and 13 key county-level people's hospitals).

Steadily implement the plan for universal social insurance coverage

The number of individuals participating in various types of social insurance reached 3.19 million, encompassing all eligible beneficiaries. Since the implementation of basic old-age insurance for rural and non-working urban residents in July 2014, the number of individuals enrolled in the insurance has reached 1,761,500.

Maintain stable employment

The employment of key groups, such as individuals transitioning from agricultural and animal husbandry industries and college graduates, was facilitated through various channels. The employment rate of college graduates surpassed 95%. Efforts to eliminate "zero-employment families" in urban areas remained ongoing and the total number of farmers and herders relocated and reemployed reached 1.324 million.
